Puget Sound Winter Olympic-Continental Trapshooting League

 

The Puget Sound Olympic-Continental Trapshooting League provides the Puget Sound area shooters with experience in this fast, exciting international shooting sport. In this competition we attempt to simulate the target flight, as it would be from an official 15-trap bunker which is standard for all International Clay Pigeon events – including the Olympic Games.

 

The targets are thrown from oscillating traps that constantly change the vertical angle. All shooting is from the 17-yard position, comparable to the USA Shooting standard of 15 meters.

 

The targets are thrown high or low, and fast. Target angles are extreme, about 45 degrees right or left of center (compared to 22 degrees under American rules). Two shots are allowed at each target, and full credit is given for targets broken with either the first or second shot. Only loads containing a maximum of 1 1/8 ounces of Number 7 ½ or smaller shot will be allowed. Smaller shot loads, required by USA Shooting rules, are encouraged.

 

You will find this a fascinating game in which the greatest advantage a shooter can have is natural ability in field shooting. Hunter shooters have proven quite adaptable to this wild and fast game that differs so much from conventional trapshooting.

The Chairman will be selected by majority vote or consensus of the representatives of the host clubs, and shall serve until he or she resigns from the post. The Chairman shall then appoint the Co-chair, Banquet chair, Prize chair, Treasurer, Target, squadding chair etc., as needed to fill vacant positions. In the event the Chairman cannot be present the Co-chair(s) shall administer his or her duties as required. In the event any League Chairman does anything detrimental to or for the League he or she can be removed by a vote of the representatives (Host Clubs) and executive members. Any committee member may be removed by the League Chairman or Co-chair acting in his or her behalf for any action found detrimental to or for the League. If and when the League Chairman resigns the position, the committee shall be notified at least one year in advance if possible (emergencies accepted) of said action in order to find a suitable and agreeable replacement to all parties named above. It is the responsibility of the League Executive committee to:

1. Efficiently conduct League operations.

2. Determine the dates and starting times of each shoot.

3. Recommend the league fee to be paid to the clubs. Each hosting club has one vote on the Executive Committee. The League Chair will only vote in the event of a tie. Each club has veto power over matters that may affect that club’s internal operations or are in conflict with its policies. The League Chairman has veto power over matters that may affect the League’s internal operations or are in conflict with League policy including all matters dealing with expenditure of League funds.

 

Host Club Representative: Each host club will provide one representative to serve on the executive committee.

 

Tournament Day Administrative Rules: On each day of competition the following administrative rules will apply.

- The first squad will be called promptly at the shoot start time listed on the league schedule. Shooters must be present and checked in before their squad goes on deck or another shooter will be substituted.

- Forfeiture decisions will be made by league Chairman

- No refunds for “No Shows”

- Entries will be closed at 1:00 PM (1300) or at desk discretion. Any shooter disrupting the shoot or the Squadding desk will be asked to leave and may be barred by a vote of the League Chairman and Co-chair(s), the Executive Committee and/or club representatives. Also, any shooter barred from a Host Club will not be allowed to shoot in the League while at that particular Host Club.

 

PRE-SQUADDING

In general you will be able to shoot in the same spot as you did last year. However, it is often necessary to move shooters to fill holes and resolve conflicts. These adjustments will be made by the Pre-squadding chairman and all decisions are final.

1. Whole squads or individuals may pre-squad on all squads.

2. Pre-squadding will be handled by mail before the season starts.

3. Individuals will be notified by mail of their squad and post number prior to the first shoot.

4. Per-squadding will be in effect at all league events.

5. Fees for first and last shoot will be collected at the time of pre-squadding.

 

SUGGESTIONS FOR PRE-SQUADDING

Do not try to move up as a whole squad. It’s just not going to happen. There are NEVER full squad openings. Return the squad form on time with payment!! Your buddy sending your name does not hold your spot. If you need to shoot early there are usually about 6 spots open before squad 8. Most squads fill their own holes with shooters they know and these will get a lot of priority. If you want to shoot together shoot later in the day. If you need to move up either trade with another shooter or request to move as an individual. Walk-ins will be place on a first come, first served order in whatever squad position/posts are available on shoot day.

ENTRY FEE

The entry fee for each league tournament is published in the yearly pre-squadding information packet. This fee covers targets, league fees, awards and prizes.

SAFETY

Naturally it can be assumed that all shooters will continue to use the good judgment in safety matters that each has shown in the past.

1. Guns must be unloaded when moving from station to station and when leaving the firing line

2. Only authorized persons, officials and competitors will be permitted on the trap fields.

3. Except when on the firing line preparing to shoot, the competitor will handle or carry his/her gun with the breech open.

4. In case of a misfire, the competitor will count to ten before opening the breech.

5. All competitors are encouraged to wear ear and eye protection while on the firing line.

 

A further word of caution: in this type of shooting two shells are loaded into the gun, and only one may be fired. In no other trap or skeet shooting sport does this situation exist, and we must all remain alert to potential danger.

 

HOST CLUB

Host clubs will hold one or more shoots at their facility or at the facility of another club. Host clubs must have at least 5 shooters (1 team) complete the minimum of 8 shoots. Host clubs must have a minimum of 4 traps capable of throwing league regulation targets. There will be no visual or physical obstructions in the area that the targets are thrown or shot. Host clubs must have heat, light, power, space and tables for the league-scoring desk. Host clubs will provide all labor necessary to run all functions of the shoots they host except the league-scoring desk. Host clubs will properly instruct their scorers and referees to follow league rules.

 

The league-scoring desk will collect all league entry fees. Host clubs will have restroom facilities that are adequate for up to 150 shooters and their guests. Host clubs will maintain a congenial environment for the shooters and League officials. Conflicts between league rules and the host club will be resolved with the League Chairman or Co-Chairman prior to the host club’s shoot day. It is the responsibility of the host club to identify any and all conflicts.

 

Clubs that wish to hold more than one shoot must have at least 5 regulation continental fields ready to use during the shoots which they are hosting.

 

Clubs that wish to hold a shoot should contact the League Chairman as soon as possible and you will be considered based on your ability to hold a regulation shoot.

 

FOOD SERVICE

Breakfast and lunch will be served at all host clubs.

 

AMMUNITION

Suitable ammunition for modified international clay pigeon shooting will be available at all host clubs.

 

 

TARGET FLIGHT

Target flight for minimum height targets will be 4.5 feet above the shooting station at 10 yards from the battery position of the target. The speed (50 to 54 mph) shall be set at the League planning meeting for the coming season and may need to be adjusted by the Target Setting Chairman (TSC). The TSC shall check the speed each morning at the center of the field before shooting begins. The targets of all the filed shall be set the same for horizontal setting to a maximum of 45 degrees. The high targets are to be set to a maximum of 13.5 feet at the ten yard stake. At this time we are setting the low target and taking what we get with the high bird. The clubs are encouraged to find a way to limit the high bird on all traps in the future.

 

COURSE OF FIRE

The first shoots may be held on fields of 4, 6, or 8 trap fields in order to let all shooters finish under daylight conditions. The rest of the clubs may use 4 fields for the event and a 5th (if possible) for practice and a back up field in case of breakage. The last shoot will be held over 6 to 8 fields in order to be finished and have time to award prizes. The League will be limited to 28 squads unless the host clubs and the Executive Committee all agree to support 2 day shoots.

 

 

 

 

PROTESTS

Questions regarding shooting rule interpretation of application, classification or any other point that may arise should be directed to your representative to take to the league executive committee. If, through this procedure, the question cannot be answered to the shooters satisfaction, it will be referred to the League Chairman or Co-Chairman. Do not take protests to the Squadding Table!!!!

 

 

CHALLENGES

Any contestant may challenge the load of any other contestant. Upon receipt of a challenge, the management of the host club will obtain a shell or shells from the challenged party, and if after examination the management determines that the contestant violated the rules, he or she may be disqualified, depending on the seriousness of the offense.

 

 

LEAGUE PATCHES

Shooters will have an opportunity to purchase a league patch. Each shooter who shoots a 25, 50 or 75 straight in league competition – first time per season – will be presented with a bar for his or her League Patch in recognition of this accomplishment. Each shooter who shoots a 100 straight at any league shoot will receive a 100 straight patch.

 

 

BANQUET

The host club of the 8th shoot will run the League Banquet. Shooters must sign up for the league banquet by the end of the 6th shoot. Shooters who shoot 5 or more shoots may attend the banquet for free. All guests and shooters who shoot less than 5 shoots will pay $5.00 each before the end of the 7th shoot. The executive committee will attend the banquet for free.

 

 

AWARDS PRESENTATION

All shooters who have participated in the League program are cordially invited to the Awards Presentation immediately following the last tournament shoot. League prizes will be presented.

 

 

 

CLASS WINNER AWARDS

At the completion of each League Tournament, the winner of the following classes will be presented with a League Pin (Blue Goose): Master, AA, A, B, C, D, E, Vets, Ladies I, II, Junior, and Sub-Junior. A competitor may win one League Pin only in a given class during the league season. For example, a shooter may win one League Pin in class C, and another in class B. No pin will be awarded for a repeat win in either class. Unclassified pins will be awarded at the first shoot only.

 

Ties for league pin awards will be determined by the first 25 targets scored at the next shoot. Ties at the last league event will be broken by back scoring.

 

CHAMPIONSHIP TROPHIES AND PRIZES

At the completion of the final League Tournament the following Championship Trophies and prizes will be awarded.

 

The Sportsmen’s Warehouse Perpetual Trophy – The recipient of this trophy shall be considered to be the League Champion. It will be presented to the shooter compiling the greatest total score in open class in the League series, excluding one throwaway score. In addition, the League Champion will be presented with a prize to take home in recognition of his or her accomplishment. Note! The shooter accepting the Sportsmen’s Warehouse Perpetual Trophy and take home prize will not be eligible for any other class prize.

 

The Ladies High Overall Perpetual Trophy – presented to the lady compiling the greatest total score in the League series, based on 100 target scores, excluding one throwaway score. All ladies are eligible, but if competing in a 50-target division they must shoot 100 targets per event. There is no prize associated with this trophy; however the winner of the Ladies HOA Perpetual Trophy is eligible for other prizes.

 

The Veterans High Overall Perpetual Trophy – presented to the veteran compiling the greatest total score in the League series, based on 100 target scores, excluding one throw-away score. All Veterans are eligible, but if competing in the 50-target division they must shoot 100 targets per event. There is no prize associated with this trophy; however the winner to the Veterans High Overall Perpetual Trophy is eligible for other prizes. This Trophy was donated by ***********.

 

The Senior Veterans High Overall Perpetual Trophy – presented to the Senior veteran compiling the greatest total score in the League series, based on 100 target scores, excluding one throw-away score. All Veterans are eligible, but if competing in the 50 target division they must shoot 100 targets per event. There is no prize associated with this Trophy; however the winner of the Senior Veterans High Overall Perpetual Trophy is eligible for other prizes. This Trophy was donated by ***********.

 

 

The Junior/Sub-Junior High Overall Perpetual Trophy – presented to the Junior/Sub-Juniors compiling the greatest total score in the League series, based on 100 target scores, excluding one throw-away score. All Junior/Sub-Juniors are eligible, but if competing in the 50-target division they must shoot 100 targets per event. There is no prize associated with this Trophy; however the winner of the Junior/Sub-Junior High Overall Perpetual Trophy is eligible for other prizes. This Trophy was donated by Kiwi Fencing Company.

 

 

Class Championship Prizes – presented to the winner and runner-up(s) in all classes. These prizes will be presented to the shooters compiling the highest scores in each class, excluding one throwaway score.

 

Throwaway scores will consist of one 100-target event for 100 target shooters, and one 50-target event for 50 target shooters. All ties will be settled by adding the throwaway score to the shooter’s aggregate. If the shooters remain tied, the tie will be broken by back scoring based on the results of the eighth shoot. NOTE! The shooters accepting class championship prizes will not be eligible for any other prize, except lady winners are eligible for the Ladies HOA Perpetual Trophy and Vets are eligible for the Vets HOA Perpetual Trophy.

 

Before the first shoot, Ladies, Veterans, Senior Veterans, Juniors and Sub-Juniors will be requested to declare whether or not they are completion in their divisions. Competitors in the 50 target divisions may shoot 100 targets at any tournament for their club team score, if they do so the first 50 targets shot will be counted for Division competition score.

 

 

TEAM MEMBERSHIP

Each shooter must be a member of the club for which he or she is competing. A shooter may not compete for more than one club during the League series.

 

There will be two types of clubs in the League: Hosting clubs will host one or more shoots at their range or provide a range to host a shoot if their range is not available. Each hosting club will provide one member for the League Executive Committee. To promote more League interest, non-hosting clubs will be invited. A non-hosting club must send a minimum of five shooters for a team and Northwest Shooters Supply Trophy competition. Competitors who are not members of a club participating in the League program will be considered permanently unaffiliated if he or she cannot present evidence of club membership before the start of the third League Tournament. The scores compiled in an unaffiliated status after the first shoot will not be applied to a team score.

 

HOST TEAM TROPHY

The Kesselring Perpetual Team Trophy signifies sponsorship of the Championship Host Team, and will be presented to the host club whose high five shooters at each individual tournament compile the greatest total aggregate score during the League series. In addition, the individual members of the Championship Team will each be presented with a bar to add to his or her League Patch in recognition of this accomplishment and a prize or trophy.

 

The members if the Championship Team are those five shooters, compiling the greatest aggregate score on 700 targets over the League series. In addition, the team members of all other clubs participating in the League program will be presented with a bar for his or her League Patch. Comparing scores for all eight shoots and back scoring should that become necessary will break ties for fifth place team membership.

 

LEAGUE CLASSIFICATION SYSTEM

Initial classification by Division and Class level for the first shoot of the season, will be based on scores shot in the Puget Sound Olympic Continental Trapshooting League and/or known ability subject to interpretation by the League Chairman and/or Co-Chairman.

 

 

New shooters: Shooters with no prior league scores will shoot unclassified, except for the shooters qualifying for Veteran, Lady, Junior or Sub-Junior Divisions may declare Divisional classification prior to the first shoot.

 

Established shooters: Shooters with a record of competition within the League during the two preceding years shall be classified on their most recent year’s average with the abnormally low score (ALS) disregarded.

 

Shooters without a record of competition for the two preceding years may be requested to shoot unclassified for not more than one event.

 

RECLASSIFICATION DURING THE LEAGUE PROGRAM

All shooters will be reviewed for reclassification after each league shoot. The following criteria shall be used to classify competitors for shoots other than the initial shoot:

- Last year’s average times two, plus the results of this year’s first shoot (ALS disregarded) will be used to compute your class for your second shoot.

- Last year’s average plus the results on this year’s first and second shoots (ALS disregarded) will be used to compute your class for your third shoot.

- All targets attempted in the current year (ALS disregarded) will be considered in computing class for your third shoot and during the remainder of the current year’s program.

- Reclassification to the next higher class occurs when the shooter’s average (ALS disregarded) exceeds the maximum for the class in which he or she has been competing.

- Reclassification to the next lower class occurs when the shooter’s average (ALS disregarded) falls below the limit for the class in which he or she has been competing and the scores for the last two shoots are below the current class.

 

FINAL CLASS

The results of the sixth shoot (ALS disregarded) will determine the shooter’s final class of the current year. In other words, for shoots seven and eight, shooters are locked in a class based upon their performance through the sixth shoot. In addition, the League Chairman may adjust a shooter’s class or division, based upon known ability.

 

 

ABNORMALLY LOW SCORES

An abnormally low score will be considered to be any score six or more targets below the average score of 100 target events or five targets below the average of 50 target events.

 

VETERANS DIVISION

The Veterans Division will shoot 50 target events. Each participant must be 65 years of age or older and must declare he or she is shooting in this division prior to the third shoot. Senior Vets must be 75 years or older and must declare he or she is shooting in this division prior to the third shoot.

 

JUNIOR & SUB-JUNIOR DIVISION

The Junior and Sub-Junior Divisions will shoot 50 target events. A Junior is a person who will not have attained his or her 18th birthday before the final League Tournament of the year and declares he or she is shooting in the division prior to his or her third shoot.

 

A Sub-Junior is a person who will not have attained his or her 15th birthday before the final League Tournament or the year and declares he or she is shooting in this division prior to participating in his or her third shoot.

 

LADIES DIVISION

The ladies’ classes consist of Ladies I and II, both of which will be 50 target events. Participants in the ladies’ classes can, at their own option, participate in the open classes. Declaration of intent to participate in the open classes must be made prior to the third regular shoot and changes from ladies’ classes to open classes or vice versa must be made prior to the third shoot. After the third shoot, changes between ladies’ and open classes will not be allowed.

 

CLASSES

OPEN DIVISION

Master 96.00% and above Class C 85.00 to 87.99%

Class AA 93.00 to 95.99% Class D 79.00 to 84.99%

Class A 90.50 to 92.99% Class E 78.99% and below

Class B 88.00 to 90.49%

 

LADIES DIVISION

Class 1 68.00% and above

Class II 67.99% and below

 

RULES

Olympic Continental League Rules will apply at all tournaments. The following are for your information:

 

Malfunction – Failure of the shotgun to function properly due to a mechanical defect or to defective ammunition will be declared a malfunction. Functional failures caused by improper manual operation by the user will not be declared a malfunction.

 

In case of a misfire or malfunction not caused by the shooter himself, another target shall be allowed if:

- The competitor’s first shot misfires and he does not fire the second shot however, if the second shot is fired the result of this will count.

- If the first shot is a miss and the competitor’s second shot misfires. In this case the first shot on the new target must be fired in the air after the target is visible, and if the target is hit with the first shot the target is declared “lost.”

 

Note; The distinction between “malfunction” and a functional failure (shooter caused error) will be made by the referee. It will be to the shooters advantage not to open the gun or change the gun’s mechanism until the referee’s inspection has been made.

 

“No Target” is to be declared and another target will be allowed whether or not the competitor has fired if:

- The target breaks on firing

- The target takes an irregular course on leaving the trap

- The target is of a noticeably different color from the other targets

- The target leaves the trap house with any visible piece of target, or another target is thrown immediately after the first target appears (machine arm malfunction). This does not include pieces or targets from other trap fields crossing over.
